Spokane, Wash. – Grant Fredericks, certified forensic video analyst and owner of Forensic Video Solutions, a leading digital video analysis company, will address admissibility issues of video evidence – and highlight the disturbing trend of using unqualified experts to offer interpretations on behalf of plaintiffs – next month at IACP 2018, the annual conference for the International Association of Chiefs of Police.
Eric Daigle of the Connecticut-based Daigle Law Group, which specializes in law enforcement operations and use of force training, will co-present “Weaponizing Video Against Police” with Fredericks on the first day of IACP 2018, which runs Oct. 6-9 at the Orange County Convention Center in Orlando, Fla.
As law enforcement agencies expand the use of body-worn cameras and the number of public video cameras continues to increase, Fredericks said it is becoming more critical than ever to understand the requirements for admissibility in court. He also noted that with the proliferation of video in most criminal investigations today, agencies should provide video examination training to all investigators.
“During a recent case in Alabama, I helped the defendant police agency show the opinions offered by the plaintiff’s expert were wrong,” Fredericks explained. “The jury never heard his evidence, because we were able to show he lacked the proper qualifications and his methodology was unreliable. With video evidence becoming more and more prevalent, it’s important to educate law enforcement leadership about the need to train investigators how to reliably examine video evidence for their casework.”
